Finance ministry steps up capex scrutiny on front-loading funds to states

After front-loading tax devolution and funds for capital expenditure to states, the finance ministry is keeping a close watch on the utilisation of the funds by them, as it believes productive spending should not be curbed at any cost, said a senior official.
