
Modi clearly prefers an incremental approach to reform, one that lessens the chances of a backlash. While helpful, though, these measures by themselves aren’t strong enough to revive the animal spirits of investors. India’s problems are simply too deep. The dividends from the limited reforms carried out in the 1990s and early 2000s have dwindled.
